Balanced Scorecard Forum 2011 – smartKPIs.com correspondence from Dubai – Day 5

The final day of plenary sessions of the Balanced Scorecard Forum Dubai 2011 continued with five presentations from representatives of organizations who implemented the Balanced Scorecard:

  • Western Region Municipality, UAE;
  • Natgaz, Lebanon;
  • Infosys Technologies, India;
  • King Hussein Cancer Center, Jordan;
  • Reliance Industries, India.

The afternoon was dedicated to the most interactive session of the Forum, consisting in a Balanced Scorecard interactive team challenge. Participants were grouped in eight teams lead by a facilitator. Each team was required to develop, based on a business scenario, a Strategy Map and select the corresponding KPIs linked to each formulated objective.

The time allocated was two hours, during which each team member had an opportunity to contribute. At the conclusion of the allocated time, a representative from each team had the opportunity to present the outputs in front of a panel of Balanced Scorecard experts, who selected the team who impressed them the most through the quality of the developed Strategy Map and KPIs.

Each presenter and each member of the winning team received a copy of “The Execution Premium: Linking Strategy to Operations for Competitive Advantage”, autographed by its authors, Dr. Robert Kaplan and Dr. David Norton. The smartKPIs.com delegation was happy to contribute and two of its members were part of the team that won the challenge.

Day 6 of the event will be dedicated to workshops, three of them taking place in parallel, lead by: Paul Niven (Senalosa – USA), Alan Fell (Alan Fell Consultancy – UK) si Jacki McCartney (Syat – UAE and UK).

Day 4 of the Balanced Scorecard Forum Dubai 2011 started with a series of presentations delivered by Paul Niven, one of the main authors on Balanced Scorecard related topics.

The topics covered were the relationship between the Balanced Scorecard and Risk Management, as well as the use of the Balanced Scorecard in the non-profit and public sectors. A case study of a successful implementation was also presented.

All participants had the opportunity to interact with the presenter both during breaks and during lunch, a welcomed initiative from the organizers.

The second part of the day was dedicated to a series of presentations from practitioners that successfully implemented the Balanced Scorecard in their organizations. They shared with the audience the challenges and lessons learned from this process.

Among the presenters were representatives of the The Executive Council (Dubai, UAE), Aksa Akrilik Kimya Sanayi A. S. (Turkey), Hindustan Petroleum (India) and Securities And Commodities Authority, UAE). Jacki McCartney (International Development Director, Syat, UK and UAE) and Paul Gamble (Paul Gamble, Head of Research, Jadwa Investment, KSA) facilitated two interactive exercises.

Networking continued in a more informal setting during dinner on a cruise around Dubai.

Day 5 will continue with more presentations from organizations on their experience of implementing and using the Balanced Scorecard, an interactive BSC team challenge moderated by Alan Fell.

Balanced Scorecard Dubai Forum 2011 continued with the second part of the Masterclass by Dr. Robert Kaplan si Dr. David Norton. Among the topics covered were:

  • The relationship between Risk Management and the Strategy Management System, workshop facilitated by Dr. Robert Kaplan;

  • Setting up KPI targets and linking them to compensation as part fo the Balanced Scorecard based strategy management system, workshop facilitated by Dr. David Norton;

  • Case Study presentation: the Balanced Scorecard implementation at the Abu Dhabi Water & Electricity Authority (ADWEA), facilitated by Mohamed Guidoum from the Planning and Development Department of ADWEA;

  • Balanced Scorecard implementation: Linking strategy to operations, facilitated by Dr. Kaplan si Dr. Norton.

The day concluded with a Q&A session (Kaplan-Norton Klinic), on topics such as: Balanced Scorecard implementation in Small and Medium Enterprises (SMEs), the issue of separating the Office of Risk Management from the Office of Strategy Management and linking performance to the compensation system.

Starting with tomorrow, the main conference will open its doors with a session facilitated by Paul Niven followed by a series of practitioner presentations on their experience of using Balanced Scorecard in practice.

The second day of the Balanced Scorecard Forum 2011 was dedicated to the Masterclass facilitated by Dr. David Norton si Dr. Robert Kaplan. They covered topics such as the use of the Balanced Scorecard in practice, the strategy execution system, the role of the Office of Strategy management, the importance of developing internal capabilities for strategy execution and the role of leaders in the change management process. One of the central themes of the day was the balance between leadership, management practice and the benefits of structured processes.


The case study discussed in as an example of best practice in Balanced Scorecard implementation was of Volkswagen Brazil. The company excelled both in terms of the Balanced Scorecard implementation process and through the efficient and effective means of communicating strategy to all employees. This was complemented by the exceptional results achieved 2 years on.


After a period of 8 years of consecutive loses, driven by the drastic reduction in market share, the Balanced Scorecard implementation initiative at Volkswagen Brazil was established to support the implementation of a new strategy based on innovation and development. The main success factors that contributed to the successful turnaround facilitated by the Balanced Scorecard was the dedication and support from the management team, as well as the active involvement of employees and the encouragement of employee proposed driven initiatives.

A Questions and Answers session continues from the audience on topics related to the challanges of implementing and using the Balanced Scorecard in practice. Some of the questions asked by the audience were:

  • How can be employees encouraged to offer the KPI data required for preparing the performance results?
  • How can the performance evaluation process be more participative?
  • Should the KPIs used to measure the achievement of a strategic objective be weighted?

The day concluded with a reception where discussions between participants and the facilitators of the day continued in an informal atmosphere.

The 2011 edition of the Balanced Scorecard Forum Dubai started today,with 3 parallel workshops:

  • Executing Strategy with Balanced Scorecard) – facilitated by Aldo Labaki & Roberto Wyszkowski, Palladium UAE;
  • Strategy Audit – Getting the Starting Point Right – facilitated by Alan Fell, Alan Fell Consultancy, UK;
  • Strengthen Your Organisation with “Lean” Principles – facilitated by Alan Power, MPower, UK.

The interactive workshops were rich in examples of best practice, case studies and exercises, facilitating experiential learning.

The first workshop consisted in thee sections: introduction in strategy review meetings, case study – strategy review meeting simulation and presentation of the Strategy Management Office. In the third workshop, Alan Power clarified the concepts of Lean Manufacturing, Six Sigma and Lean Six Sigma, focusing on the importance of optimizing processes part of the value creation chain for client and on eliminating waste from these processes.

Workshop delegates came from a variety of backgrounds, from industries such as: oil and gas, public administration, finance and healthcare and countries such as Saudi Arabia, Bahrain, United Arab Emirates, Kuwait, Nigeria and Qatar.
